This is a DC-DC Adjustable Step-down 3A Module

Insert voltage from 7-35 DC and use the potentiometers to adjust the output as 1.25 to 30 DC. If you require to insert a low voltage and boost to a higher level, please look into our step-up converters or bi-directional converters. 

Note: 

This module comes with a third potentiometer that is conveniently located in the middle of the two potentiometers. This system is designed to work as the following, you can charge a battery such as a lipo pouch battery or 18650 using this module. You must use the left most potentiometer located under the LM2596 to set the voltage the battery operates at and the right most potentimeter near the leds to set the current rate the battery should charged at.

If you set the current to a higher amount it may heat the battery when charging and will decrease the battery lifespan, so please set the correct current required. To measure the current output simply add a 220ohm 1 watt resistor and an ammeter in series to the output pin and adjust the current potentiometer to get the desired current.

Now that both current and voltage are correctly set, adjust the middle potentiometer until the charged indication led (CH) lights up. When you plug a depleted battery to the system the led will turn off as the battery and the output voltage will create a potential difference. Current will start to flow into the battery to start the charging process resulting in the effect of the led to turn off. When the potential difference starts to balance out, current flow will decrease to the battery and the led will light up to indicate you battery has charged.

Basically that potentiometer is a charged led indicator, but you need to set the correct current and voltage.
