The two photocells detect the difference in the light falling on them and generate a drive signal for a motor driver to keep the solar panel pointed at the sun. This little box takes current from a solar panel and transforms it into a 5V 2A output that is able to charge a phone or tablet without any problem! It won’t work if there’s less than 5V of output from a solar panel, though. On top of that, there’s no space to get the wires from the solar panel through the casing, so you’ll have to make one.
